对工程项目从建设政策咨询、项目建设过程策划、市场调查研究、编制项目建议书和可行性研究报告、投资与建筑成本分析;项目开发策划、设计咨询、合同咨询、项目管理咨询及工程竣工资料编制、工程测量等操作中应注意的问题及应采用的方法进行全过程指导咨询。
Providing construction policy consultancy, process design, market survey research, penning project proposal and feasibility report, cost analyzing of investment and construction, planning project development, offering design, contract and project management consultancy,  completed files of construction, project survey and the potential problem and proposal on the process of construction.

1、项目实施准备阶段  Phase1. Preparing 
主要包括:申报立项、编制项目建议书、可行性研究报告、土地测量、编制设计委托书、设计方案的技术经济分析、规划报批、申办施工图审核、消防和环保等审批手续、申办施工用电用水、落实施工场地平整、申办质监委托手续、申办规划许可证、申办施工许可证、申办规划验线等。

2、工程招标阶段  Phase2. Bidding
策划招标方式、编制招标文件、明确建设标准及主要材料设备、编制项目标底、组织工程报建、发布招标公告、进行资格预审、发放标书、组织招标答疑、组织开标评标、发放中标通知书、起草合同条款并协助签订合同。
Scheme the proper bidding style, Penning the bidding document, clarifying the construction standard and main material and equipment, drawing construction list and bidding price, apply the state approved files, declaring bidding information, doing the pre-investigate to bidding company, sending bidding document to qualified company, organizing the question be answered session, organizing bidding opening and assessment and election, making bidding-wining notice, draft the contract and assist the party signing the contract.

3、工程施工阶段Phase3. On-Supervision
工程施工中的投资控制、质量控制、进度控制、合同管理、信息管理、
安全文明施工管理、各工种之间的衔接和协调施工组织。
Supervision Service: investment control, Quality control, Progress control, Contract management, Information management, Civilized construction, differ type of crew shift management, and Construction Organization.
组织施工技术交底、分部验收、申办自来水、供电、雨污水、有线电视、电话、煤气等管线的施工及接通手续、组织竣工验收及移交、申报规划验收、申报环保验收、竣工资料归档移交。
Organizing construction technical exchange, phase inspection, go through the standard procedure of running water, electricity supply, rain drainage, wired television, telephone, gas pipe line. Organizing completion inspection, apply planning acceptance, environment protection acceptance, and construction finished files transfer. 

4、建设后期及保修阶段Phase4. After constructed
申办土地证、申办房产证。进行工程决算审核、办理项目结算。
Apply land certificate, property ownership certificate. Review project audit and item settlement. 
对工程使用中发现的问题进行分析并督促施工单位进行整改。
Analyze the potential question and supervision constructor strictly.
